Dr. Morris and Police Commander John Forrester are out to control the world using a new weapon: scanners. What better way to stop crime than to force the criminals to rehabilitate themselves mentally? Dr. Morris is trying to come up with a new way to control the scanners and so far he has been able to with Nepthal but that is an addictive drug that, once used, is impossible to stop giving to the addictive scanners. So they are looking for a virgin scanner mind in order to get the job done. Unfortunately they end up kidnapping Peter Drak – a very powerful scanner who although becoming addictive still keeps his strong powers and evil thoughts. But then the 2 masterminds find David Kellum. He’s the perfect person to help and help he does – first by stopping a serial killer. But he soon sees through the rouse of societal peace and order for what it really is, big brother controlling the citizen’s minds. But these bad guys are ready to give up yet. They want Drak to teach him a lesson or two, but it becomes obvious fairly quickly that they can’t trust even him. Soon it will be a public relations nightmare as the whole world gets to see what scanners can do.
Overall: The film tries to align itself with its predecessor by having David and his sister Julie be the product of Kim and Cameron’s sexual union. But considering this film is only 10 years older than the first film, you tell me how 10 years old kids look 30! That easily is the biggest oversight. Oh yeah, no plausible reasons are given for why ephemerol was disbanded and why this new drug was superior to ephemerol. They definitely missed the boat there. They did add some good stuff like having the scanners look from within the mind of one cop and using him to do there dirty work, without actually being in the film. But this film made the scanners more powerful than in the first film. There the scanners just got into their heads, now they can fling them across the room! Film fails on the loyalty to the first film but had some interesting ideas! Comparison: Return of the Living Dead 3 meets Death Wish |
